Constitutionally Mandated Caucuses are mandated by the IDP constitution. Caucuses meet as needed during the year, at County, District and State levels. Chairs and Vice Chairs of Caucuses are elected every two years at the County, District and State Conventions. Delegate liaisons are elected at the County Convention to represent County caucus at the District level, and District delegate liaisons are elected to represent the Caucuses at the State level. Caucus meetings at county, district and state are attended by those delegates, but not limited to them. Any registered member of the Democratic Party can attend a caucus meeting at any level and as long as they have a connection to that caucus, such as a veteran attending the state veterans caucus, they can participate and vote in the caucus election of Chair and Vice Chair.
